A confederacy of provinces and commonwealths- for those regions not in the contiguous lower-48 region. The confederacy-province-commonwealth arrangement is not only to obstruct the economic resources for the military adventures of the past, but to recognize the regional-cultural sympathies that exist.
Economically each region would have its own central bank with a common syndicate digital bank that the participating regions would underwrite the floor digital exchange rate so that their residents could have inter-region commercial travel and business.
With the separate regional currency, the taxation and funding would be for intra-regional concerns, than funding the interests of other regions. Or worse, providing the budgetary means for international mal-consequences which the former 'United States' has done over the last 70-plus years-more than the post-Weimar Republic did in its aggression in Western Eurasia between 1933-1944.
The regions, per se, one could expand or contract as one sees more or less common cultural sympathies that would apply: such as WVa could be in also GreatLakes-Ohio region as being in the Mid-Atlaantic-Ohio/Tennessee River basin region. Also the regions could also have sub-regions, as proponents of 'Afrillacchia' would stretch north-to-south within this region 
. That would be the reverse-black migration to the former slave states of the Confederacy. This could be true for Aztlan in the East/West Rio Grande provinces. Plus also the indigenous 'First Nations' existing with the northern regions of the Rocky Mtn Region-Great Plains-Great Lakes regions.
To disable the toxic geo-political impulses of the present national economic status quo, and allow for the political partition along cultural lines so that the different forms of 'libertarian' economic and political expression could cultivate as each region wishes, but lacking the unified logistical means for as great a geo-political imprint, internationally.
